This is not a bug, it would be a FR because it's a behaviour/usability suggestion. In fact it's set out at this way currently in order not to hide the Project Manager window, that sometimes it's needed to be used once the View document is open.
We have some doubts that it's better that it's centered or maximized.
The best option would be to leave it to be chosen by the user (https://devel.gvsig.org/redmine/issues/1480)
