View locator: edit style tool opens a dialog that can't be used until we close the locator setup dialog

Description
1. Open a view.
2. Add a layer.
3. Menu View>Locator setup
4. Add a layer
5. Select it and click on "Edit style..."
6. A new dialog is opened but we cannot use it until we close the locator setup dialog.
