(select by rectangle, info-by-point, etc)

Fixed management of tools in layers reprojected on the fly.

gvsig-desktop:r39511

Test:

- Add a layer reprojected on the fly (for example, carreteras from the Postgis DB "testing")
- Test the select by rectangle, info by point tool
- Move one vertex and save layer
