Related to test 4.16.4
This happens in 1.11 and 1.12
The size (appearance) of the labels in the paper (of pdf) is not the same that the size in layout window. Is really hard configure a layout is you never now how the labels are going to be represented in the pdf.
The test was make using pixels in world and pixeles in paper.
