Description
Actually the only way to select all the features of a layer is "remove selection" and then "invert selection" but "invert selection" is only enabled if a feature is selected.
In r37509 the behaviour of "invert selected" was changed to be always enabled, but this has the side effect of make always enabled the "up selection". So this behaviour was reverted in r 37941
The best approach will be create a new button/extension that allows select all the features.

In fact, there is a "Select All" option in the menu View -> Selection, but that icon does not exists in the toolbar. We only need to add it to the toolbar.
