He comprobado que en el 2221 sale ya correctamente.
Lo paso a fixed.

reabro el ticket, ya que el cambio provoca que se nombre erroneamente el fichero que lleva el plugin de org.gvsig.app.mainplugin, haciendo que se instale una version antigua del mismo.
